Applications or nominations of applicants for the position of judicial commissioner are invited from any Swim England affiliated club, organisation, body, county or region.

The commissioner is responsible for the initial consideration of all complaints and protest appeals made to Swim England. The commissioner will decide under the provisions of its Judicial Regulations whether they can be accepted and, if acceptable, will identify the nature of the allegations and allocate them to the most appropriate channel for determination under that judicial system. This can include their determination by the commissioner alone.

The successful applicant must be prepared to devote (on current work load) up to 20 hours a week to the role and in normal circumstances be able to meet an expected turn-round time for documentation of 3 days. Access to and facility with electronic documentation transmission is essential.

The successful applicant will be expected to have or be prepared speedily to acquire a reasonably comprehensive knowledge and understanding of Swim England’s Judicial Regulations and to have some relevant experience of disciplinary and dispute resolution procedures whether in the context of sports administration, employment or otherwise.

Remuneration will be on a Contract for Service basis at a rate of between £17,500 and £20,000 per annum dependent on experience and qualifications with this being reviewed annually.

The appointment will be by recommendation from the Swim England Judicial Appointments Panel to the Swim England General Meeting for an initial one year period from October 2018 until the Swim England General Meeting in 2019 to fill the vacancy arising in October 2018. Any subsequent term will be for a period of three years. The commissioner is directly accountable to the chairman of the Swim England Board and through him to the Swim England Members Forum.

The commissioner must be or immediately become a member of Swim England and may not hold any other elective office in, nor take any active part in, the government of swimming by the Swim England, British Swimming, or another national association, region or county association nor may he hold any other office or position, remunerated or otherwise, within the Swim England executive or judicial structures or be an employee of Swim England other than on a Contract for Service basis.
